they don’t have the authority to change the constitution. It can only be changed by a convention of the states. If you don’t know the constitution then I suggest that you read it and make the congress of the united states honor their pledge to up hold it.
Actually congress can change the Constitution, it is called an amendment. The headline is very misleading, he doesn’t want to change the Constitution, he wants to change the deadline for the states to ratify the ERA amendment. I don’t think they can go back in time and change the deadline as it is written in the bill.

It takes two-thirds of both houses to amend the Constitution, and it should require two-thirds to remove the 1978 deadline; which will never happen.
