Yes. Laws do not prevent crime, they provide, after the fact, an avenue for justice for those harmed by the crime. I believe for the most part those who would not commit the crime do not need laws, but the world is full of individuals who are a poor fit in a society that allows unfettered freedom, so laws bring order for all, and justice to the breakers, which also is an important protection.
