According to the report:
“The FBI did not focus investigative resources on (redacted)(redacted) Saudi Nationals in the United States due to Saudi Arabia’s status as an American “ally.” A representative of the FBI testified that, prior to September 11, 2001, the FBI received “no reporting from any ‘member’ of the Intelligence Community” that there was a presence in the United States.
Think about this. Prior to September 11th, Saudi national Osama Bin Laden had a hand in carrying out terror attacks against the US Embassies in Tanzania and Kenya and the USS Cole. The CIA had reported to President Clinton that Bin Laden was planning a terrorist attack, or series of terror attacks on American soil, all coordinated by a Saudi national, and yet there were absolutely no intelligence resources directed towards investigating Saudis in America.
Also of note, via the Daily Caller:
A Saudi national who was under investigation by the FBI checked a security checkpoint on the southwest U.S. border prior to the 9/11 attacks, according to 28 pages from a 2002 joint inquiry released by the House Intelligence Community on Friday.
But no investigations of Saudi citizens in the United States. Because Saudi Arabia was our “ally.”
