Ohio Congressman Thomas Corwin proposed the slavery amendment in 1861 as a way to stop the government from ending slavery; it failed for this reason. The text read:
No amendment shall be made to the Constitution which will authorize or give to Congress the power to abolish or interfere, within any State, with the domestic institutions thereof, including that of persons held to labor or service by the laws of said State.
Republicans held a strong lead in the house at the time which is why the amendment failed. The amendment would have stopped the government from abolishing slavery through laws, court cases, executive action, and amendments. Let’s be thankful this never got through and that this darker side of our history is over.
