Hillary Clinton called Egyptian Prime Minister Hesham Qandil around 3:00 p.m. EST and notified him that the U.S. government knew that this attack was pre-planned, not a protest in response to a film that got out of hand.
The call was noted in an email later released in 2015 by the House Select Committee on Benghazi.
On September 13th Hillary Clinton had dinner with the Libyan Ambassador to mark the end of Ramadan. The ambassador apologized for the event, specifically referring to it as a terror attack.
Clinton immediately went on to condemn Islamophobia and once again avoided calling the massacre in Benghazi a terror attack.
