In 1954 the United States Capitol Building was subject to a mass shooting, the gunmen were 4 Puerto-Rican pro-Independence protesters. 5 Congressmen were wounded but all eventually recovered. Jimmy Carter would go on to shock many years later when he pardoned all 4 of the gunmen and sent them back to Puerto Rico.
