Tennessee has fallen in its ranking over time as it formally sat at number two. The state has somewhat flimsy laws for land use but has a great degree of economic freedom. Land use laws in the state very county to county but no county has exceedingly poor laws. That said you will still find that the state has a wide variety of employment and economic protections.
