Trump agreed to start the transition through the GSA because the GSA administrator began receiving death threats just like the two lawmakers that stepped down for the safety of their families. Trump is far from finished and the election has not yet been decided. If it is not decided by Inauguration Day then the Office of the Presidency gets thrown to the house until things are resolved with the law suits.
Everything that is happening has been planned out from the beginning. The dismissals make it easier for cases to be tried in the Supreme Court, etc. They are playing right into his hands.

While there is still a hair’s breadth of a Dewey, conceding is out of the question. There is no rule that states concession is a requirement. Such a statement would indicate the tallies are correct.
