Ha Ha Ha Ha !!! The poorest, most backward, run down, poorly educated states, the ones with the highest rates of unemployment, poverty, drug abuse , high school dropouts, teenage pregnancy, abortions, lowest rates of college graduates etc , are all down south and run by the Republican party !
I too am surprised that Chicago was not listed. More importantly though I evidently missed what the judging criteria was and the reasons each city ranked as they did.
