please explain this statement. “. 87.3% of Republicans opposed vaccine mandates, while 58.7% concurred.” I thought there was only 100% and oppose is 87.3% and concurred (not opposed) 58.7%. 87.3 and 58.7 summed equals 146% what is this correct
