A first-in-the-nation task force appointed by Governor Gavin Newsom held its inaugural meeting on Tuesday to begin creating proposals to make reparations to African-Americans for slavery.
“As our country reckons with our painful legacy of racial injustice, California again is poised to lead the way towards a more equitable and inclusive future for all,” Governor Newsom said.
Secretary of State Shirley Weber introduced AB 3121, which “established the Task Force to Study and Develop Reparation Proposals for African Americans, with a Special Consideration for African Americans Who are Descendants of Persons Enslaved in the United States (Task Force).”
Newsom signed the bill last September and appointed nine task force members, who are descended from slaves and are now prominent academics, politicians, and lawyers.
“You’re here today not just to sit and answer to say was their harm, but your task is to determine the depth of the harm, and the ways in which we are to repair that harm,” Weber told them at the meeting. “There has been enough research for the fact that slavery still has an impact today.”
They will study the effects of slavery on the African-American population and summarize the discrimination against Black people in the law, along with the public and private sectors. They are then supposed to recommend “remedies,” which will include the “form of compensation” that they should award and who should be eligible to receive it.
The group has a year from the first meeting to provide a written report of its discoveries and recommendations. Afterward, the state will need to pass a bill to approve their suggested remedies.
Critics have pointed out that California itself did not support slavery, and shouldn’t have to pay reparations, but task force members say they have been restricted by discriminatory laws and outright racist policies that stopped them from buying homes and securing bank loans.
“We have lost more than we have ever taken from this country. We have given more than has ever been given to us,” remarked state Sen. Steven Bradford, who is a member of the task force.
Tuesday’s meeting coincided with President Joe Biden commemorating the hundred-year anniversary of the Tulsa race massacre, the largest racially motivated killings in U.S. history.
If they could show me one living person of color that was a slave before Lincoln freed them I would be totally on board with reparations. But until then….

After all, every time you use a computer, or a door knob, you are using something invented by us. Every time you sharpen a pencil, or use one, or read or write, you infringe our copyright, so to speak. We have spent millennia coming up with things–literacy, soap, counting–and it is only fair that we receive recompense.

My family never owned slaves. For us to pay tax dollars or lose tax dollars that should be spent on us is a racist act. I had NO family living here during the time slavery existed. They immigrated 50 years after the Emancipation Proclamation. By the way, they were white people sold over here. They felt blessed to be here. Why should my taxes be used?

Such are the Bygone days as are the days before Pres. Lincoln issued his “Emancipation Proclamation” which was the end result of a Civil War that took life and limb of from many early day Abolitionists.
Perhaps we already have reparations that are nondiscriminatory such as unemployment benefits, workers compensation, Food Stamps, maternity leave, sick leave, free school lunch programs, free early education, free bus passes, etc., etc. all straining our tax and spend budgets.

What about the enslavement of Native Americans and wiping out hundreds of thousands of them while taking their land? Or the speak English or die rules that wiped out many of the native Ianguages. What about the children forced to go to boarding schools where many were abuse, beaten, raped, and murdered. Forced relocation and forced onto reservations where most tribes lived season nomadic lives. They followed game and wild foods without wiping out the livability of any area. In many areas slavery including the buying and selling of slaves was not unusual. The native people didn’t buy and sell natives to non Indians as happened with slavery in Africa. Captured Native peoples were commonly bought and sold in Europe and America. In northern California children, especially little girls and teens were captured by both soldiers and mountain men to be used as concubines or sold as slaves to the Spanish in southern California. They had a term for the hunted youngsters that labeled them as animals instead of humans. According to law when blacks were considered as 5/8 human, native people were even less human. Native people were kept on reservations away from freedom or economic opportunities. Some groups were treated worse than others. Yet today native Americans have, past and present, had the greatest percentage of enlistment by ethnic group, in a volunteer military to protect this nation. Freedom of movement, freedom of speech, freedom of religion, the promises in our constitution were their age old way of life. So they fight to protect those thing they have often lost under white rule. Slowly they have been recognized as humans. Yet they still mostly live in impoverished reservations. They often don’t know or understand about taxes, and insurance ect as those things were unknown on the reservation. So life off reservation is hard and yes life on the reservation is still mostly hard today.
A few places have done better than others at helping their people. Often that has been a matter of education. When my sons were in a non reservation highschool one was asked by his teacher to help box up the 20 year old textbooks that had just been replaced. He did. Then he was asked to help deliver them. He did. He came home in tears of anger and hurt. The old textbooks went to a school in the same school district. The high school they went to served three reservations. Their “new textbooks” were twenty years old. The white and Hispanic kids were getting the new books.
As a white person, give me money, pay my Bill’s, buy me a home!! Thanks to blacks receiving everything free as well as Mexicans, other people, whites work to pay for you, buy you homes, food, cars, etc. I lost everything due to a hurricane, and thanks to those of you who sat on your butt, all monies is gone! So do the descendants of the slaves owned by one of the 3500 black slave owners get reparations as well? Wasn’t a white country enslaving them, it was a black man that had succeeded. How much do you pay each black person? If my family came from Ireland and were indentured, do we have to pay or are we eligible for payment? How about descendants of child laborers that were under payed and abused? Do we get payment? Do all women get payments for the jobs and incomes they were denied as rights were fought for? How about payment to every Asian that was denied fair pay or decent housing?
If the members of this board can PROOVE that THEY are descendants of slavery, all fine and good, but not every black person can prove their lineage or where they came from. Who is going to decide who gets how much and why? It will be just like the commission for 9/11, when ONE person decided how much each life lost was worth, and the amount of money the U.S. would give the survivors of each victim. If it was only a secretary, her family did not get as much as an executive, because the executive was “worth” more. Not all blacks living in America are descendants of slaves, and did not, therefore, necessarily come from Africa.
Reparations should certainly be paid, by blacks to whites, for the massive harm and expense resulting from black crime as well as from the refusal of black males to care for the children they have sired.
