That footage shows Biden, then the chairman of the Senate Judiciary Committee, bragging on the floor of the Senate about how tough his crime bill was.
How tough was it, you ask? Well, Biden bragged that it'd hang people for everything except jaywalking.
While such views were in vogue in the early 1990s, they haven't held up well.
