A founding member of the Socialist Party of America, Victor Berger grew the fledgling socialist movement in Milwaukee, Wisconsin – a hotbed for progressive activism in the early 20th century.

In 1910, he became the first Socialist elected to the House of Representatives, representing Wisconsin's 5th District.

Berger lost his seat after violating the Espionage Act for publicizing anti-interventionist views during World War I. However, the Supreme Court overturned the verdict and he served three more terms before retiring.
