Congress hopes to pass the controversial agriculture bill before 2019.

Fueling the ongoing stalemate is a disagreement over tightening food stamp requirements, a proposal advocated for by House Republicans and Trump. The bill passed the House on a party-line vote, imposing new work requirements on the Supplemental Nutrition Assistance Program and restricting eligibility for federal assistance. 

However, Senate Democrats have made it abundantly clear they don't support the proposed changes. 

This presents a quandary for McConnell who needs 60 votes, meaning some Democratic support – in this case – to clear the bill.
