Fences surround the two Spanish cities in Africa, Ceuta and Melilla. 

While the enclaves are claimed by Morocco, the Spanish government regards both cities as their own, having belonged to Spain since before the creation of the Kingdom of Morocco.

Given their proximity to Africa, both cities attract refugees seeking to illegally immigrate to Europe. 

The border is cordoned off by an 18-foot-high double fence complete with watchtowers.
