Attorney General Richard Thornburgh abruptly resigned in August 1991 to run for Senate following the death of Senator John Heinz. Bush named Barr Acting Attorney General.

Three days after accepting the promotion, 121 criminal aliens awaiting deportation to Cuba from Talladega federal prison rioted and took over the facility. 

Most of the staff escaped, but the inmates took nine hostages and threatened to kill them if authorities did not cancel their scheduled deportation.

Barr directed the FBI's Hostage Rescue Team to storm the prison, rescuing all of the hostages without any loss of life.

The president, impressed with Barr's management, nominated him as Attorney General afterward.
